F.R.E.E. manages all of its chapters from its headquarters in Roanoke.

A Board of Directors made up of twelve dedicated volunteers sets the direction for F.R.E.E., oversees all chapter Boards of Advisors and conducts fundraising efforts on behalf of the entire organization. Day-to-day operations are run by the Executive Director of F.R.E.E., Sonja Schaible, and its Manager of Operations, Tracy Meador.
